Central Policy Issue

The objective of the Policy-Making Module (PoMM) is to enable users to analyse the impact of changes in the policies related to the adoption of NBS and hybrid NBS for mitigation of CECs from urban runoff, hence enabling users on both science and policy sides to devise what changes would be more effective. Decision makers explore, in their given situation, one of the following policy issues.

From the PoMM viewpoint, separating rulemaking actions and operational actions is essential for organizing decision-making processes and aligning them with the specific NBS-CEC policy issues and planning goals.

Policy decision framework

When considering policy-making decision frameworks, the PoMM Experimenter acting as a regional-, county- or town-level urban planning decision-maker dealing with NBS-CEC policies, should made explicit the foundational policy-decision drivers. In the PoMM three key drivers are considered, resulting in corresponding Policy decision frameworks: risk-driven, value-driven, and return-driven, each one giving rise to different policy-making decision paths, with distinct implications for strategy and resource allocation.
